Rules — Prologue 9th Venice-Montecarlo
ART. 1 - NAME: “VENICE-MONTECARLO PROLOGUE, INTERNATIONAL HIGH SEA POWER BOAT EVENT”
Reserved for vessels intended for navigation in the open sea, organized by the Organizing Committee of the Motorboat Association Venice ASD under the aegis of Union Internationale Motonautique ( UIM extension), with the approval and support of the Italian Motorboat Federation ( FIM) and Maritime Authorities e Italian military.
ART. 2 - ROUTE AND DATES
The event takes place starting from Venice with the following stages: – Cervia (RA) – Marina di Pescara tourist port (PE) – Rodi Garganico (FG) – – Date: from 19 to 23 July 2023.
ART. 3 - BOATS ALLOWED
Recreational boats approved for offshore navigation and enabled for navigation according to the regulations of the nations whose flag they fly are admitted, all resulting from original, valid official documents. The boats must be able to develop a speed of not less than 30 knots.
Vessels are divided into the following four length groups measured using the ISO 8666 method:
- Group 1: from 7,50 meters up to 9,99 metres
- Group 2: from 10,00 meters up to 15,99 metres
- Group 3: from 16,00 meters up to 24,00 metres
- Group 4: One off // Prototype series with test plate
- Group 5: Racing
- Group 6: Jet Skis
ART. 4 - DEFINITION OF CATEGORIES
The identification of the dimensions of the hull and characteristics of the motorization in order to be able to classify the boats and divide them into Groups, can only be found in the official documents of the boat issued by the competent Authorities and Technical Bodies. The RACING categories are identified by the valid Measurement Certificate (ie sports tonnage) issued by the UIM National Authorities. Boats admitted in this category must comply with the technical and safety regulations of the International or National Class shown on the Measurement Certificate, except for Jet Skis.
ART. 5 - DEFINITION OF CLASSES AND GENERAL REQUIREMENTS
Only series engines complying with the law and included in the manufacturer’s catalog are permitted. The reversers must allow forward, reverse and neutral maneuvers with the engines running.
Classes admitted:

UIM V1

All UIM Pleasure Navigation Group A Classes with min. of 7,5m. and with more than 1 engine

All National Classes with min. of 7,5m. and with more than 1 engine

Jet-ski category Jet Raid with UIM regulation with several stages plus Endurance Technical Regulations.
General Prescriptions:

The verification of the elements necessary for the pertinent assignment of a boat to the relative Category and Class to which it belongs is carried out by reading the respective approval documents.

Each Class must have a minimum of three boats entered; if there are less than three entries, the boats will be included in the immediately higher Class of the Category except for the Racing Classes which cannot be merged.

The reversers, except for the RACING category, must allow forward-reverse and neutral maneuvers with the engines running.

Each boat must carry on board, for the entire duration of the race, the safety equipment required by the laws and regulations of the country whose flag it flies and the safety and control devices imposed by the Organizers.

The driver’s seats can be replaced with others suitable for sporty riding.

Each vessel must carry an efficient 25 Watt VHF transceiver on board.

Each boat must be equipped with an efficient GPS device in addition to the location/safety system provided by the organization.

Except for craft with steering positions in the cabin, all others must be equipped with an engine safety shutdown system which will operate in the event of an ejection overboard of the pilot and/or co-pilot, if he contributes to the management of the vessel.

For the categories that provide for it in accordance with the current FIM and UIM Regulations, the boats must have the mandatory valid measurement certificate, furthermore only for these categories with a measurement certificate is the disconnection of mass mandatory for all people on board.

Prototype or racing boats if closed must have a helicopter per boat. The boats must be equipped with balloons to support the deck (Air Bags).

The equipment on board must be those required in Italy for navigation within 12 miles.

The test plate can only be used according to the legislation in force on the Italian territory.

Each boat must have on board an orange flag, size 80 x 100 cm, to be visibly displayed in case of withdrawal from the Stage and a strobe light to be activated at the time of withdrawal.

Each boat must be adequately assisted for the entire duration of the event by its own technical and logistic staff.
ART. 6 – CREW
For each registered boat there must be a crew made up of no less than two components (except jet skis), both affiliated and in possession of a driver’s card issued by the National Authority recognized by the Union Internationale Motonautique (UIM).
At least two crew members must hold a boat license or equivalent document issued by the respective competent foreign authority.
Drivers in the RACING category are required to possess a Driver’s License issued by a UIM National Authority or a UIM Super License where required. Foreign pilots must show the Nulla Osta of the respective National Authority. The minimum age to be embarked is already 16; crew members who have not reached the age of majority must show the authorization to compete issued by both parents.
ART. 7 - RACE NUMBERS
Each boat must apply the race numbers assigned by the organization on completion of registration to the front of the sides and deck. The 3 stickers, delivered at the time of the administrative checks, will have the following dimensions: 60 cm high x 80 cm wide and will contain the Race Number agreed with the Organizing Committee except for jet skis see Technical Regulations for jet skis.
ART. 8 - REGISTRATION
Pre-Registrations will be open online at 00,00 on 9 January 2023 by paying a part of the registration fee, which will then be deducted from the total fee at the time of registration.
The pre-registration fee for the race is refundable if the event is not held; it is non-refundable if you voluntarily withdraw from participation without valid explanation.
The Pre-Registration entitles you to register when it opens. Those who have not pre-registered will have the opportunity to register for the event only if there are still places available.
All registrations must reach the Organizing Committee on the appropriate forms and be confirmed by 15 June 2023, by paying the established fee.
After this date and no later than 30 June 2023, further registrations may be accepted provided they are accompanied by the expected surcharge (33%).
Registration is considered completed upon receipt of the appropriate form in which the category and class in which the applicant intends to compete and the relative payment must be indicated. The technical characteristics of the boat and at least the name of the First Pilot (commander) must also be indicated in the entry.
Admission to the tender will instead be finalized after the administrative and technical checks which will take place on 19 and 20 July 2023.
If fewer than three boats are registered in a Class, the organizers have the right to cancel the Class itself and aggregate the boats concerned to the immediately higher Class, duly constituted.
The Organizing Committee reserves the right to subdivide and, if necessary, group the boats into the various Classes and Groups in compliance with these Regulations.
It also reserves the right to refuse entry to the competition for boats that are not considered suitable.
ART. 9 – REGISTRATION FEE
The registration fee for the race, which is non-refundable, is set in €uro as follows:
- Group 1: Registration €2.500 | Single stage €500
- Group 2: Registration €3.000 | Single stage €750
- Group 3: Registration €3.500 | Single stage €1.000
- Group 4: Registration €3.500 | Single stage €1.000
- Group 5 (Racing): Registration €3.500| Single Stage €1.000
- Jet Raid: Registration €1.500
For late enrolment, a 33% surcharge of the enrollment fee is foreseen.
ART. 10 - PASS
All crew members will be provided with a special pass, which will serve as an identification and access document to all areas involved in the event. Special markings will be provided to all Teams service vehicles.
ART. 11 - INSURANCE
Since normal civil liability insurance coverage is not recognized for sporting events of any kind, the Organizing Committee will take out special general insurance to cover the entire event, crews and boats included. Each competitor must sign his own policy at the Organizing Committee at the time of technical checks, before departure.
ART. 12 - ADVERTISING
The entered boats must apply the race number and the official logo of the Event provided by the Organizing Committee on both sides and on the deck. The Organizing Committee reserves the right to refuse advertising expressions in conflict with the purposes of the Event. In the event that competitors wish to display advertising in competition with the official Sponsors of the Event, they must obtain the prior authorization of the Organizing Committee and pay an additional fee of €5.000. Each boat must make available a visible surface of at least 3 mXNUMX. in total, on which the Organizing Committee reserves the right to apply advertising sponsors of the Event.
ART. 13 - AWARDS AND BENEFITS
Prizes and benefits for competitors will be specified by 15th June 2023.
ART. 14 - CALENDAR
The duration of the event is set by 19 to 23 July 2023.

ART. 15 - CHECKS
Administrative and Technical checks are mandatory obligations aimed at verifying the suitability of the crew and the vessel to participate in the Event; failure to carry out the scrutineering or non-compliance with the established rules will result in exclusion from the tender.
Administrative checks:
They have the purpose of confirming the regularity of the registration, of the Navigation Licence, of the Nautical Licenses, of the medical certificates and the correspondence to the provisions of the law relating to the navigation authorization for the country whose flag the vessel flies, as well as to light the specific insurance policy concerning the Event. At the end of the Administrative Checks, the suitable competitor is given all the tender documentation, the required material and the Technical Check Sheet made out to the boat.
Technical Checks:
Technical Checks, have the purpose of confirming the suitability of the boat to the Category and Class rules provided for by the Regulations, by consulting the specific documents and possibly verifying the real consistency of the elements considered. The Technical Checks can be carried out only after positive passing of the Administrative Checks, attested by possession of the Technical Check Sheet made out to the boat concerned. Upon successful conclusion of the Scrutineering, the competitor receives a copy of the Scrutineering Sheet with the confirmation of the authorization to participate in the tender and with any necessary annotations. After the arrival, at the end of any Stage, the competitor can undergo a further Technical Verification and in that case he must show the copy of the Technical Verification Sheet in his possession; in the event of an irregularity, the competitor is referred to the Jury for the appropriate measures.
ART. 16 - BRIEFINGS
The first briefing (Main Briefing) with the general instructions will take place at VENICE the day before the departure of the event. The First and Second Pilot (Commander and Deputy Commander) will have to attend the briefing for the entire duration. Attendance will be controlled by roll call.
Unjustified absence from the Main Briefing will result in non-admission to the event.
One more briefing (Daily Briefing) it will take place every morning before the race according to the timetable established by the CO and reported in the stage sheets. Every morning, during the briefing, instructions will be given about the route, the weather forecast for the day, the maximum times, any safety communications and VHF radio channels.
Unjustified absence from the Daily Briefing will result in exclusion from the Stage.
On this occasion, ie when the Competitors will have been able to view the weather conditions of the day and upon delivery of the Timetable, the average must be declared which will be maintained in the “Regularity Trial”.
ART. 17 - CONDUCT OF THE COMPETITION
The event is divided into 3 stages. The final result consists of the sum of the scores achieved and/or assigned during the entire event. Each Stage and/or Semi-stage is defined in the Competition Program as:

SPECIAL STAGE (SP)

REGULARITY TEST (PR) – except jet skis

TRANSFER NAVIGATION (NT)
Each Leg can be made up of one or more half-legs each of which will be defined as PS, PR or NT.
Special Stage (SP):
It is a speed test whose travel time is valid for the compilation of the respective Race Rankings. The (SP) must in any case be concluded within the defined Maximum Time (TM), unique for all Classes. The departure is simultaneous for all boats.
Proof of Regularity (PR):
It is a test in which all Classes compete in an undifferentiated way and is assimilated to a test of navigation skills to be carried out at an average speed declared (MD) by the competitor before the start of each Leg.
The (PR) must in any case be concluded within a ) defined for each half-stage or stage, unique for all Classes. The Actual Average is calculated on the basis of the actual time taken by the competitor to regularly complete the (PR) measured to 1/10 of a second. .
Any difference between the and the (MD) gives rise to a penalty equal to one point for each second of the time difference detected.
With the same penalty, the competitor who declared the highest average prevails.
Secret controls may be located along the entire route to verify compliance with the MD.
Near the finish line defined by a gate of two buoys set up by the CO it is forbidden to significantly vary speed, repeatedly change course or stop. Such behaviors will cause the penalties foreseen by the UIM and FIM Regulations. The departure of PR is single in reverse order of the general classification Transfer Navigation (NT)
It is the transfer from one place to another according to a route defined by the Program of the event which must be carried out within the maximum time indicated.
Maximum time:
It’s the time limit TM > to validly conclude the (SP), le (PR) and (NT), unique for all Classes, is established by the Organizing Committee for each Stage and Half-stage and is communicated to the Daily briefing.
Penalties:
In the case of a stage or half-stage concluded outside the Maximum Time (FTM) or not completed, but with a distance of at least 35% of the stage/half-stage (in this regard, the return port of refuge will prevail):
- UIM score following the last classified by Class and relative Group. In the case of a stage or half-stage with a distance of less than 35%:
UIM score following the last absolute classified in the event of a stage not completed:
- No score
In the event of irregular navigation:
- UIM penalties
ART. 18 - RANKINGS
The classifications are determined on the basis of the results obtained in each stage, whether it is a Special Stage or a Regularity Stage, using the UIM Score.
In the case of semi-stages, the score of each stage is determined and will be added to determine the final stage result.
The stage classifications are drawn up by Category and Class.
The Overall Winner will be awarded the GOLDEN LION, trophy made available by the Venice International Grand Prix. The trophy will be kept by the Overall Winner for the entire year, until it is delivered to the winner of the next edition.
The absolute winner of each Stage is also determined with the following criterion:
- Regularity Tests: The boat that has obtained the least penalties is awarded. With the same penalty, the competitor who declared the highest average prevails.
- Special Stages: The general classification of the Special Speed Trials is determined by compensating the times obtained by the boats of the various Categories and Classes according to the respective ratios of Weight (expressed in Kg.) and Power (expressed in kW) and length (LH).
- Transfer Navigation: each boat that regularly completes the transfer as indicated in the event program gets a bonus score of 400 points.
NB: To obtain points in the Rankings, the Competitors must complete the stage or half-stage within the maximum established time.

There are special classifications reserved for Military bodies, To Shipyards, Engine brands and to individuals Competitors.
Finally, one is planned special classification for boats that have consumed less fuel and calculated on the total consumption (CT expressed in litres) according to its Weight/Power (PP) and Length (Lh) ratio.
A boat, even if registered for the entire Event, may decide not to participate in one or more stages; in this case, she is required to give prompt and preventive communication of her decisions to the Race Director, subsequently confirming her intention to re-enter the race.
If fewer than three boats are registered in a Class, the organizers have the right to cancel the Class itself and aggregate the boats concerned to the immediately higher Class, duly constituted.

ART. 19 - STARTING PROCEDURE
For the Special Stages, all the boats of the competitors must arrive in good time, before the departure time, in the assembly area indicated at the briefing. 5 minutes before departure an orange flare or smoke bomb will be fired from the starter boat to mark the muster area. At that moment the starter boat will begin the starting procedure by heading towards the starting line, hoisting a yellow flag. The starter boat will determine the effective start by lowering the yellow flag and raising the green flag. The race can only start when the green flag is raised. The departure will be announced simultaneously by radio to all competitors. A boat that started early shall continue to proceed on the course and shall not attempt to re-cross the starting line. Any infractions to the starting procedure will be reported by the Race Director to the Jury for appropriate sanctions. For regularity tests, the Organizing Committee reserves the right to indicate different starting procedures (traffic lights, flying finish line, etc.) according to the needs of the route.
ART. 20 - SAFETY STANDARDS
Offshore races are held in compliance with navigation and sporting rules.
The Organizing Committee does not foresee an extraordinary security service except through the normal assistance channels at sea, which for the occasion will be alerted at most in the areas involved in the competition.
All competitors engaged on deck must wear a life jacket and an orange helmet for which efficiency they will be personally responsible.
The self-inflating raft must be placed on deck and easy to use. All boats must be equipped with a GPS as well as ground disconnections, if with an external guide
Assistance between competitors is an essential obligation whenever human life is in danger.
In these cases it is a duty to provide assistance and ensure the arrival of the institutional emergency means or replace them in case of need.
ART. 21 - REPAIRS:
Any part of the hull, engines, fittings and accessories can be repaired so that the boat can continue racing. The replacement of 1 (one) engine for each boat for the entire event is permitted provided that it takes place in compliance with the provisions of the law on the subject and upon request to the CO. Spare parts, at the discretion of the shipowner, can also be transported to board and their use does not involve any penalty. During the stops, the competitors can carry out all the interventions they deem necessary. Any expense regarding any repairs carried out in the ports of stage and/or refuge, including the labor of any personnel and/or equipment used on site and any spare parts, will be at the competitor’s expense.
ART. 22 - ASSISTANCE AND SUPPLIES
Any assistance is allowed during the race, including towing and refuelling.
Competitors must provide their own refueling.
Only fuels regularly distributed by commercial pumps in port areas are allowed.
ART. 23 - REFERENCES AND CHANGES
The Organizing Committee in agreement with the Race Director reserves the right to vary the times of the event, to delay or cancel them if the weather conditions or other circumstances make the program unworkable and to make changes to the route, including the exclusion of individual stages .
ART. 24 - ABSENCE OF SIGNALS ON THE ROUTE
In the event that any route signal is not in its place at that moment, the competitors are obliged to pass through the foreseen geographical point.
ART. 25 - WITHDRAWALS
In the event of withdrawal during the course of a Stage, the Competitor is required to hoist the orange flag and to turn on the strobe light provided by the Organizing Committee and to maintain these signals until arrival at the port, as well as promptly informing the Radio Control Center and/or the Organizing Committee.
ART. 26 - FINAL PROCEDURES
Competitors, after having crossed the finish line, must reach the port of arrival following the instructions and moor in the spaces as indicated in the racing instructions; any moorings in different places must be reported and authorized by the Race Official in charge. All boats may be subject to a technical inspection upon arrival
ART. 27 - CLAIMS
Any sporting complaints must be presented to the Race Director within 1 hour of the classifications being posted, accompanied by a fee of €500.
Claims of a technical nature must be presented before the start of the event or each subsequent stage to which the claim refers, accompanied by a fee of €1.000.
Any verification costs will be borne by the losing party. If the complaint is accepted, the aforementioned fees will be refunded.
ART. 28 - REGULATIONS AND LOCAL STANDARDS
All competitors must comply with the rules established by the navigation code as well as any local ordinances. It is also obligatory to comply with speed within port areas.
ART. 29 - ANTI-POLLUTION REGULATIONS
It is compulsory to respect the UIM standards including the environmental code (UIM Environment Code) established for powerboat events.
ART. 30 - DISCIPLINARY RULES
Il Racing Committee reserves the right to accept competing boats and crews, as well as to verify, downgrade, penalize, disqualify competitors who do not comply with the regulations or who do not behave ethically and sportingly in compliance with the competition regulations and navigation rules.
ART. 31 - LIABILITY
The Organizing Committee assumes no responsibility for any damage that may arise to people or things both at sea and on land during the event.
Competitors participate at their own risk and are responsible for their decision to start or continue the competition.
For anything not expressly provided for by these Regulations, or in cases of doubtful interpretation, reference will be made to the regulations FIM e UIM extension in force and to Code of International Navigation.
SAFETY INSTRUCTIONS
1. INTRODUCTION:
The purpose of these instructions is to explain in principle how the rescue operations will be coordinated and organized and how the competitors must behave to guarantee the best performance of the aforementioned operations.
However, it should be remembered that the captains (Primo Pilot) of the boats are solely responsible for the navigation of their vessel and they are responsible for checking the efficiency of the safety equipment.
Further instructions, detailed from stage to stage, will be updated during the “Daily Briefings” which will normally take place every morning at eight, before the start of the race.
2. SAFETY:
Air, sea and land assistance is provided.
2.1. AVIATION SAFETY:
N. 2 helicopters monitor the route with Bergamo Sub divers on board, listening on VHF channel 16, reporting all the events of the race, requesting any interventions.
2.2. SAFETY AT SEA:
The Authorities in charge assist and help the competitors in case of difficulty. They listen on VHF channel 16 and are coordinated by the Harbor Master’s Office, which is responsible for supervising the area, the Institutions intervene to safeguard human life at sea. There will also be 3/4 boats of the organization along the route of each stage, also listening on channel 16 and coordinated by the Port Authority and the organization.
2.3. GROUND SAFETY:
At each port of departure and arrival there is a health care unit with ambulance and medical and paramedical personnel. All hospitals in the area are alerted, fire prevention and anti-pollution controls are also provided.
Vessels in the Racing category with closed capsules must be flown individually at all times with its own helicopter, with personnel specialized in rescue on board. The jet skis will be escorted by three boats.
3. COMMUNICATIONS:
- Radio listening is carried out in the radio room of the Port Authority concerned. Listening is ensured on VHF channel 16. The call must be made by contacting the nearest Compamare (see the list of ports of refuge and related harbor offices). Please note that except in cases of emergency, radio silence must be respected for the first 3 minutes of every hour and half hour. It is important that the competitor, after making himself known, communicates his position with the maximum possible precision (location on the GPS) providing his coordinates and the type of intervention he needs. During the “daily briefing” updates, any other working channels and the mobile phone numbers of the Organizing Committee and Race Director devices will also be indicated. Each boat will also be provided with a satellite tracker which will provide the position of the Race Direction, the Safety Officers and the Timekeepers.
4. RESCUE:
- 4.1. The competitor in difficulty, but not in an emergency, after hoisting the orange flag (80 x 100 cm) and turning on the strobe light, must head towards the first refuge port, after informing the Radio Center via VHF and the Organizing Committee at half mobile.
- 4.2. The emergency (risk of life, injuries, danger of sinking, total breakdown) must be signaled by launching the distress signal “MAYDAY” pronounced three times and followed by the name of the boat and race number, your position and the type of accident occurred.
- 4.3. The nearest Port Authority will coordinate the air-naval assistance vehicles in the area, making them converge towards the vessel in danger. The competitor who has made the emergency call must remain with the VHF device switched on until the danger ceases or until the port of refuge is reached.
- 4.4. If there are boats nearby, the distress call must be accompanied by the lighting of a red fire or the launch of a red rocket. In all cases, withdrawal and return to a port of refuge must be promptly reported to the CO under penalty of disqualification from the Tender.
